Much of the debt Haiti has acquired was under generations of corrupt dictatorships propped up by other countries. Paul Farmer refers to them as "Kleptocracies". It does not seem fair to me that your average Haitian should have to pay for the sins of dicatators. The Jubilee USA site is below and they track the progress of legislation, have a lot of useful resources, and also a blog.
