Still, it is highly relevant as long term recovery and reconstruction will depend in part upon creating a culture that respects human rights and a government that can enforce them.  &lt;/p&gt;

&lt;p&gt;&lt;span class=&quot;inline left&quot;&gt;&lt;img class=&quot;image thumbnail&quot; src=&quot;http://www.haitiinnovation.org/sites/default/files/images/clouds.thumbnail.jpg&quot; border=&quot;0&quot; width=&quot;150&quot; height=&quot;122&quot; /&gt;&lt;/span&gt;The United Nations has called this the most challenging disaster response in its history.  More challenges lie ahead, one of which is the upcoming rainy season.  While it will not begin for several weeks, heavy rains are already occurring sporadically.  Recently, eight people were killed in flooding around Les Cayes.  The rains also caused a landslide that destroyed a school in Cap Haitian two weeks ago.  Those who have been displaced in Port au Prince require solutions, whether that be temporary shelter or staying with a host family.  Their protection, health, and well being depends upon finding shelter before the rains become a daily event. &lt;/p&gt;

 <title>Port de Paix: Past, Present, and Potential</title>

 <title>A Postcard From Northern Haiti (2/22/2010)</title>

 <description>&lt;p style=&quot;margin: 0in 0in 0pt&quot; class=&quot;MsoNormal&quot;&gt;&lt;span class=&quot;inline left&quot;&gt;&lt;img class=&quot;image thumbnail&quot; src=&quot;http://www.haitiinnovation.org/sites/default/files/images/citadel_1.jpg&quot; border=&quot;0&quot; width=&quot;123&quot; height=&quot;125&quot; /&gt;&lt;/span&gt;Hello from Cap Haitian, the chipped pearl of the Antilles.  When I was a Peace Corps Volunteer in the Central Plateau, I would sometimes take Route National Three from Hinche to Cap for a long weekend.  I never looked forward to the grueling trip, but I always looked forward to being in Cap.  The beaches were (and still are) beautiful and this region is historically rich.  It is here that Christopher Columbus landed and where he lost one of his ships.  The Haitian slave rebellion began with a single Vodoun ceremony in Bois Cayman and ended with the battle of Vertieres. The Citadel looms from a mountain in the distance.  While the city of Cap Haitian has changed, and not for the better, it is still good to be back in the north.&lt;/p&gt;

href=&quot;http://www.haitiinnovation.org/mmediately%20after%20the%20earthquake,%20information%20came%20out%20of%20Haiti%20in%20a%20trickle.%20%20Now,%20it%20is%20more%20like%20a%20flood.%20%20As%20of%20February%203,%20the%20Government%20of%20Haiti%20%28GOH%29%20increased%20its%20death%20toll%20estimate%20to%20over%20200,000.%20%20300,000%20are%20reported%20to%20have%20been%20injured,%20250,000%20homes%20destroyed,%20and%2030,000%20businesses%20disrupted.%20%20Assessments%20carried%20out%20by%20MINUSTAH%20now%20indicate%20a%2015-20%%20population%20increase%20in%20the%20South,%20Grand%20Anse,%20Nippes,%20and%20Central%20Plateau%20departments%20due%20to%20displacement%20from%20Port-au-Prince.%20%20%20%20%20The%20security%20situation%20is%20holding.%20%20Still,%20there%20have%20been%20isolated%20incidents%20of%20looting%20and%20attacks%20on%20food%20convoys.%20%20There%20have%20also%20been%20protests%20against%20officials%20who%20have%20been,%20rightly%20or%20wrongly,%20suspected%20of%20demanding%20bribes%20to%20release%20donated%20food.%20%20MINUSTAH%20and%20partner%20militaries%20have%20been%20trying%20to%20prevent%20incidents%20by%20providing%20escorts%20to%20convoys%20and%20protecting%20food%20distribution%20points.%20%20Some%20of%20the%203,000%20criminals%20who%20escaped%20from%20the%20National%20Prison%20have%20remained%20in%20Port%20au%20Prince%20but%20many%20have%20gone%20to%20the%20countyside%20like%20so%20many%20others.%20MINUSTAH%20and%20the%20Haitian%20National%20Police%20are%20attempting%20to%20apprehend%20the%20escapees%20who%20remained%20in%20Port%20au%20Prince.%20%20%20%20%20%20%20The%20biggest%20source%20of%20tension%20concerns%20the%20distribution%20of%20assistance.%20%20During%20his%20February%206%20visit%20to%20Haiti,%20Bill%20Clinton,%20in%20his%20new%20capacity%20as%20U.N%20Coordinator%20for%20the%20Haiti%20response,%20vowed%20to%20speed%20up%20sluggish%20aid%20deliveries.%20The%20American%20military,%20with%20the%20consent%20of%20the%20Haitian%20government,%20has%20been%20running%20the%20airport,%20which%20is%20open%20only%20for%20humanitarian%20and%20military%20cargo.%20%20The%20military%20has%20been%20running%20the%20airport%2024/7,%20landing%20120-150%20flights%20per%20day.%20%20If%20you%E2%80%99ve%20seen%20the%20Port%20au%20Prince%20airport,%20you%20know%20this%20is%20a%20major%20accomplishment.%20%20The%20Department%20of%20Defense%20deserves%20more%20credit%20for%20this%20then%20they%20have%20received%20so%20far.%20%20Given%20the%20damage%20to%20the%20main%20port,%20and%20the%20lack%20of%20good,%20secondary%20ports,%20the%20demand%20for%20flights%20still%20remains%20high.%20%20According%20to%20the%20American%20Red%20Cross,%20there%20is%20a%20waiting%20list%20of%201,000%20flights%20to%20land%20at%20Haiti%27s%20airport.%20%20%20Many%20organizations%20have%20opted%20to%20move%20their%20staff%20and%20cargo%20through%20the%20Dominican%20Republic%20via%20the%20Jimani%20crossing.%20%20Getting%20the%20goods%20into%20Haiti%20is%20one%20thing%20though%20and%20distributing%20them%20properly%20is%20another.%20Warehouses%20throughout%20Port%20have%20been%20destroyed.%20%20Security%20escorts%20are%20required%20to%20move%20cargo.%20%20Moving%20anything%20by%20vehicle%20is%20difficult%20and%20time%20consuming.%20%20%20%20%20%20Receiving%20so%20many%20planes%20over%20such%20a%20compressed%20period%20of%20time%20is%20taking%20a%20toll%20on%20the%20Port%20au%20Prince%20airport.%20%20The%20Federal%20Aviation%20Administration%20%28FAA%29%20is%20working%20with%20the%20Haitian%20government%20to%20assess%20how%20and%20when%20to%20re-open%20the%20airport%20for%20commercial%20flights.%20%20Until%20then,%20the%20only%20ways%20into%20Haiti%20is%20through%20the%20Dominican%20Republic%20or%20to%20take%20Lynx%20Air%20or%20Florida%20Coastal%20Airlines%20into%20Cap%20Haitian.%20%20%20%20%20%20In%20terms%20of%20health,%20the%20Office%20for%20Coordination%20of%20Humanitarian%20Affairs%20%28OCHA%29%20reports%20that%20there%20are%20presently%2091%20identified%20functioning%20hospitals;%2059%20of%20which%20are%20in%20the%20Port-au-Prince%20metropolitan%20area%20%284%20public%20hospitals,%2034%20NGO%20or%20private-run%20hospitals%20providing%20health%20care%20and%2021%20field%20hospitals%29.%20Fifty-six%20of%20the%2059%20facilities%20in%20Port-au-Prince%20have%20surgical%20capacity.%20A%20database%20of%20hospitals%20is%20being%20created%20and%20will%20include%20information%20on%20essential%20drugs%20provided%20by%20PROMESS,%20the%20number%20of%20beds,%20medical%20specialities,%20the%20type%20and%20quantity%20of%20medical%20human%20resources,%20and%20the%20number%20of%20consultations.%20%20%20%20%20%20There%20have%20not%20yet%20been%20any%20major%20disease%20outbreaks.%20%20The%20GoH%20Ministry%20of%20Health%20%28MoH%29,%20the%20Pan%20American%20Health%20Organization%20%28PAHO%29,%20the%20U.N.%20World%20Health%20Organization%20%28WHO%29,%20and%20the%20U.N.%20Children%E2%80%99s%20Fund%20%28UNICEF%29%20have%20begun%20coordinated%20immunization%20campaigns.%20%20Access%20to%20post-operative%20care%20needs%20to%20be%20improved.%20%20Physical%20therapists%20are%20needed.%20%20The%20United%20Nations%20Population%20Fund%20%28UNFPA%29%20is%20working%20to%20improve%20access%20to%20reproductive%20health%20services.%20%20Some%20Haitians%20may%20be%20delaying%20care-seeking%20behavior%20for%20fear%20of%20having%20a%20limb%20amputated.%20%20Attention%20is%20starting%20to%20turn%20to%20the%20psychosocial%20needs%20of%20a%20traumatized%20population.%20%20The%20health%20infastructure%20was%20weak%20even%20before%20the%20earthquake%20%E2%80%93%20now%20it%20requires%20major%20attention%20and%20reconstruction.%20%20%20%20%20Water%20is%20being%20distributed%20to%20an%20estimated%20519,000%20individuals%20per%20day%20in%20Port-au-Prince,%20L%C3%A9og%C3%A2ne,%20and%20Jacmel.%20Food%20distribution%20efforts%20started%20out%20shakey%20but%20are%20improving.%20%20Progress%20is%20being%20made%20now%20as%20the%20UN%20and%20other%20actors%20are%20adopting%20a%20more%20women-centered%20approach.%20%20Women%20now%20receive%20colored%20and%20dated%20vouchers%20that%20can%20be%20exchanged%20for%20a%2025%20kilogram%20rice%20ration%20%E2%80%93%20approximately%20enough%20to%20feed%20a%20family%20of%20six%20for%20three%20weeks.%20%20The%20World%20Food%20Program%20%28WFP%29%20reports%20that%20100,000%20women%20have%20picked%20up%20their%20rations%20this%20way.%20%20WFP%20also%20reports%20that%20people%20are%20having%20difficulty%20in%20the%20North%20and%20North-East%20departments%20to%20meet%20their%20basic%20food%20needs%20due%20to%20an%20increase%20in%20food%20prices.%20%20The%20cost%20of%20wheat%20and%20bread%20is%20increasing%20in%20areas%20that%20were%20relatively%20food%20secure.%20%20WFP%20is%20reinforcing%20food%20assistance%20in%20the%20South%20West,%20North%20and%20Artibonite%20departments%20which%20are%20hosting%20significant%20numbers%20of%20displaced%20people%20from%20Port-au-Prince.%20%20%20%20%20Concerning%20health%20and%20sanitation,%20Dr.%20Paul%20Farmer,%20the%20deputy%20special%20envoy%20to%20Haiti,%20said%20%E2%80%9C%E2%80%A6the%20key%20is%20going%20to%20be%20to%20create%20community-based%20solutions,%20which%20basically%20means%20hire%20Haitians%20and%20lots%20of%20them%20to%20begin%20tracking%20infectious%20diseases,%20doing%20follow-up%20on%20treatments,%20as%20well%20as%20building%20latrines%20and%20water%20infrastructure.%20It%20shouldn%E2%80%99t%20be%20seen%20as%20some%20radical%20notion%20that%20we%20need%20to%20inject%20the%20money%20into%20the%20Haitian%20population,%20because%20they%20are%20the%20ones%20who%20can%20actually%20do%20the%20follow%20up.%E2%80%9D%20%E2%80%9C%20%20%20%20%20According%20to%20Souleymane%20Sow,%20UNICEF%20Water/Sanitation/Hygiene%20Coordinator,%20%E2%80%9CThe%20rainy%20season%20is%20going%20to%20make%20sanitation%20problems%20into%20water%20problems%20if%20we%20don%E2%80%99t%20find%20a%20way%20to%20get%20more%20latrines%20built%E2%80%A6the%20rain%20will%20wash%20the%20waste%20into%20the%20area%20where%20people%20are%20living%20and%20may%20cause%20people%20to%20become%20very%20sick.%E2%80%9D%20http://www.nytimes.com/2010/02/06/world/americas/06haiti.html%20%20%20%20%20There%20are%20a%20million%20displaced%20persons%20in%20Port%20au%20Prince.%20The%20government%20and%20the%20United%20Nations%20are%20going%20ahead%20with%20plans%20to%20move%20people%20out%20of%20the%20spontaneous,%20post-quake%20settlements%20into%20planned%20temporary%20camps%20just%20outside%20the%20city.%20%20While%20organized%20settlements%20have%20been%20established%20for%2042,000%20displaced%20people;%20the%20International%20Organization%20for%20Migration%20%28IOM%29%20reports%20some%20460,000%20people%20remain%20in%20315%20spontaneous%20settlements.%20%20People%20are%20building%20with%20whatever%20they%20can%20find.%20%20Those%20who%20receive%20remittances%20from%20abroad%20will%20be%20able%20to%20do%20so%20more%20quickly%20than%20others.%20Temporary%20shelter%20materials%20are%20being%20distributed%20to%20assist%20but%20the%20last%20thing%20anyone%20wants%20is%20for%20the%20settlements%20to%20become%20shantytowns.%20%20The%20beginning%20of%20Haiti%E2%80%99s%20first%20rainy%20season%20in%20April%20is%20the%20hard%20deadline%20for%20ensuring%20shelter%20for%20the%20displaced.%20It%20is%20also%20important%20to%20keep%20in%20mind%20that%20the%20hurricane%20season%20is%20from%20June%201%20to%20November%2030.%20%20Tents%20are%20unlikely%20survive%20both%20the%20rainy%20and%20hurricane%20seasons.%20%20Structures%20will%20need%20to%20be%20constructed%20in%20such%20a%20way%20as%20to%20be%20resistant%20to%20hurricanes,%20floods,%20and%20landslides.%20%20Together,%20these%20phenomena%20account%20for%20the%20vast%20majority%20of%20disasters%20in%20Haiti.%20%20%20Assistance%20also%20needs%20to%20be%20provided%20to%20the%20host%20families%20of%20the%20hundreds%20of%20thousands%20who%20have%20returned%20to%20the%20countyside.%20%20With%20some%20assistance,%20these%20families%20could%20expand%20their%20homes,%20making%20it%20less%20of%20a%20burden%20to%20take%20in%20the%20displaced.%20%20This%20could%20be%20one%20way%20to%20minimize%20returns%20to%20Port%20au%20Prince,%20which%20is%20by%20no%20means%20prepared%20to%20receive%20them.%20%20%20%20%20%20%20%20%20Preval%20has%20set%20in%20place%20%E2%80%9COperation%20Demolition%E2%80%9D,%20a%20large%20part%20of%20which%20concerns%20clearing%20rubble.%20%20It%20includes%20provisions%20to%20remove%20people%20living%20in%20unstable%20buildings,%20by%20force%20if%20necessary.%20%20The%20government%20has%20announced%20a%20ban%20on%20rebuilding%20until%20it%20completes%20damage%20assessments%20and%20introduces%20a%20new%20and%20much%20needed%20building%20code.%20%20The%20International%20Federation%20of%20the%20Red%20Cross%20and%20Red%20Crescent%20Societies%20%28IFRC%29%20is%20going%20to%20be%20playing%20an%20increasingly%20active%20role%20in%20the%20shelter%20sector.%20%20IOM%20reports%20that%20more%20than%2055%20aid%20agencies%20are%20working%20to%20reach%20more%20than%201%20million%20individuals%20in%20need%20of%20shelter.%20%20The%20number%20of%20international%20shelter%20experts%20on%20the%20ground%20in%20Haiti%20has%20increased%20dramatically%20from%20the%20earliest%20days%20of%20the%20response.%20%20%20%20%20According%20to%20the%20United%20Nations%20Devleopment%20Program,%20as%20of%20February%201%20cash-for-work%20programs%20employed%20approximately%2032,000%20people%20in%20Carrefour,%20Carrefour%20Feuilles,%20Martissan,%20Gressier,%20and%20L%C3%A9og%C3%A2ne.%20%20Ninety%20percent%20of%20the%20displaced%20who%20fled%20Port%20au%20Prince%20to%20the%20countryside%20are%20staying%20with%20host%20families.%20%20One%20way%20to%20help%20both%20the%20displaced%20and%20they%20host%20families%20is%20to%20ensure%20that%20cash%20for%20work%20programs%20exist%20throughout%20the%20countryside.%20%20%20USAID%20partner%20CHF%20International%20commenced%20cash-for-work%20activities%20in%20Petite%20Go%C3%A2ve%20on%20February%201,%20employing%20429%20people%20with%20plans%20to%20hire%20more.%20%20In%20total,%2015%20NGOs%20have%20been%20identified%20to%20implement%20cash-for-work%20activities%20by%20UNDP%20at%20a%20rate%20agreed%20with%20the%20government.%20%20%20%20%20Before%20the%20earthquake,%20there%20were%20300,000%20orphans%20in%20Haiti.%20%20Many%20children%20have%20lost%20parents%20and%20care-givers,%20becoming%20vulnerable%20to%20human%20trafficking,%20abuse,%20and%20exploitation.%20%20ICRC%20and%20the%20Haitian%20Red%20Cross%20are%20working%20to%20help%20people%20re-establish%20contact%20with%20family%20members%20and%20search%20for%20loved%20ones.%20%20Radio%20broadcasts%20have%20started%20announcing%20the%20names%20of%20people%20transferred%20to%20the%20Dominican%20Republic%20for%20medical%20reasons.%20At%20two%20internet%20caf%C3%A9s,%20residents%20can%20post%20%22safe%20and%20well%22%20messages%20or%20launch%20a%20search%20request%20on%20the%20ICRC%27s%20family%20links%20site%20%28www.icrc.org/familylinks%29.%20The%20site%20currently%20lists%20over%2026,300%20names,%20including%20some%203,600%20of%20people%20reporting%20that%20they%20are%20alive%20and%20safe.%20%20ICRC%20and%20Haitian%20Red%20Cross%20tracing%20teams,%20working%20in%20close%20cooperation%20with%20the%20authorities,%20other%20agencies,%20interim%20care%20facilities%20and%20foster%20families,%20continue%20to%20look%20for%20unaccompanied%20children.%20%20%20%20%20Some%20areas,%20such%20as%20education%20and%20agriculture,%20have%20received%20less%20attention%20and%20support%20than%20others.%20%20This%20is%20a%20problem.%20%20%20As%20far%20as%20agriculture%20goes,%20the%20planting%20season%20is%20just%20one%20month%20away.%20%20%20The%20Food%20and%20Agriculture%20Organization%20%28FAO%29%20states%20that%20this%20largely%20urban%20disaster%20could%20produce%20a%20rural%20tragedy%20if%20the%20March%20to%20May%20planting%20season%20is%20interrupted.%20%20%20About%2040%%20of%20Haiti%E2%80%99s%20food%20staples%20are%20grown%20domestically%20and%20the%20rest%20is%20imported.%20%20%20Eighty%20five%20percent%20of%20rural%20Haitians%20make%20their%20living%20by%20farming.%20%20%20Approximately%20500,000%20Haitians%20have%20returned%20to%20the%20countryside%20%E2%80%93%20this%20could%20strain%20rural%20food%20sources%20in%20the%20countryside,%20inflating%20the%20costs%20of%20food%20staples.%20%20%20Ways%20must%20be%20found%20to%20integrate%20the%20displaced%20into%20rural%20communities,%20where%20economically%20speaking,%20agriculture%20is%20the%20only%20game%20in%20town.%20%20The%20FAO%20is%20trying%20to%20source%20seeds%20and%20tools%20from%20the%20Dominican%20Republic.%20%20In%20addition,%20it%20seeks%20to%20rehabilitate%20Haiti%E2%80%99s%20agriculture%20ministry,%20increase%20urban%20gardening%20%28as%20Cuba%20does%29,%20and%20support%20agriculture%20programming%20for%20the%20displaced%20from%20urban%20areas.%20%20%20The%20Haitian%20government%20is%20asking%2 After a disaster of this magnitude, life does not go back to normal.  Still, even in the face of great uncertainty, life goes on. Telecommunications are mostly up and running, some banks are opening, more gas stations are functional, markets and factories are re-openening.  Neighborhood committees are meeting and people are attending church services.  All agree it will take many years to rebuild.  The question is how Haiti can recover and be built back better than it was before? &lt;/p&gt;
