The U.S. clearly knows that both DR and Haiti do not have the resources to enforce the laws and YET the U.S. itself has it's own human trafficking problems (Mexican and Central american women as well as Asian sex slave in California and Georgia) but the U.S. loves to point fingers.
The combination of poverty, lack of oportunities, and demographic explosion next to countries with better economies lead to ILLEGAL EMIGRATION! The colonial American did this to Texas in 1821!
