I don't believe those in power will ever change their economic policy because they are indifferent to the suffering of the have nots. Economic embargos will only cause more suffering. Religion has brought outside assistance, but very little infrastructure strength to the country. I have visited Haiti for an extended period of time and played a small role in "helping", however I could see that with the current mindset of the government, the need will always greatly surpass the available resources. As long as the government places no value on the human lives over which it rules, the suffering will continue. If a genuine desire for change begins, there may be some hope.
