It makes me wonder if it is the bureaucracy of the IDB, the Haitian government, the implementing partners, or a combination of all of the above. I remember when the government owned road construction agency grated route nationale 3 - they got the job done, but there were lengthy delays. Not the least of which was when the chief and the deputy got into an argument over a woman from my village and refused to work for a month unless the other one quit. I hope things will move more swiftly this time around. Oversight is key.
