Terracing is not an uncommon practice in Haiti. While it could stand to be more prevalent, it is very labor intensive to implement. In Haiti, they utilize what is called a "Konbit", which essentially is a group of neighbors who will work together on one's farm for a specific project and then rotate to the next farm in following the proverb, many hands makes light work.
To be certain, this is just a primer, which I would hope could be drawn into a larger, more technical discussion. If anyone has experience in terracing and could post some info it would be greatly appreciated.
