Several required actions are obvious:
Increase the size of the police force
Purge corrupt officers from the police force
Purge corrupt judges from the judiciary
This alone would improve the situation immensely. Work on the police force has already been started, and should continue. I am not aware of exactly what has been done to
improve the courts.
